When copying or creating a new budget ID or budget year, the adjustment will be summarized into the base cost of the position.

Positions can be created in the base Budget ID of 0. Adjustments can be made using the Phase ID's to keep these adjustments together. When you create positions for the new year or for a new budget ID.
If a position is set up in one year, and adjustments are made in that year, you will see the summary of adjustments in Position Inquiry.
