Replacement Costing

The Replacement Employee Costing Module now does not need the absent employee’s Leave record to be approved before the Replacement GL defined in the Leave Code will be utilized. This will ensure the correct GL code is being used for replacement costing in all areas of the system.

Staffing notification destination codes have been enhanced to have the ability to record several different email addresses for a single Destination Code. This allows you to distribute a staffing notification email to several recipients from a single Destination Code.

This enhancement allows Staffing Notification Templates to include field 31, the Location Supervisor from the Location Database to be included on Staffing Notifications.

Automated Dispatching

Delay Replacement Search for Unapproved Leaves

Replacement search processing can now be delayed when an absence requires leave approval but is not yet approved.

Using this option can:

  • Delay job offer callout until leave is approved in the Automated Dispatch System (ADS)

  • Delay job offer notifications and postings until leave is approved on the WorkBoard (WBW)

When the leave is approved, ADS will then perform callout (s) for the job offer during the next scheduled callout window.

Work Board will also then perform texting and emailing notification(s) for the job offer during its usual predefined day and time intervals.

How does this work?

The System will do the following:

  • Check to see if the ADS group profile DELAY DISPATCH CALL OUT IF REQUIRED LEAVE IS NOT APPROVED field is Y. If not, don’t delay, continue dispatching as normal.

  • Check to see if there is an ID matching leave. If not, don’t delay, continue dispatching as normal.

  • Check if the leave is approved. If it is, then we don’t need to delay (regardless of whether or not that particular leave code says we should), continue dispatching as normal.

  • Check the (Master or Non-Master) leave code database (Traditional Menu 14,2,2,2) of the ID matching leave and examine the new DELAY DISPATCHING UNTIL LEAVE APPROVED is Y. If not, don’t delay, continue dispatching as normal.

  • Check the status of the leave. If denied or cancelled, manual out the dispatch in ADS Server. It’s not feasible to manual out dispatches in WBW, so the system will merely not display the dispatch and allow dispatchers to deal with this as they normally would when a leave is denied or cancelled.

  • Check to see if there are any tasks associated with this leave. If there is, then the system knows that task routing/approval is in play, and then will check to see if any of the tasks are pending. If there are no pending tasks, then the system will assume that something went hay-wire with the routing/approval since the leave status is still either requested or under review but the routing is complete. In this case the system will NOT delay/hold this dispatch but will continue dispatching as normal.

  • If the dispatch passes all of these checks, the system will ‘delay/hold’ the dispatch from being called out in the ADS server, and not display it in WBW until the leave is approved.

What if I want to release the dispatch without leave approval?

  • That’s easy, simply apply the code of ‘DNDR’ into the Replacing Code field 11 on the Leave. DNDR stands for ‘Do Not Delay Replacement’. This field will be checked by the ADS system during the callout window and will dispatch as normal if DNDR is entered.

  • In order to access the DNDR code in this field, you will need to add this code to the Replacement Type Code Database.

How do I set this up?

  1. There is one profile that we, at Atrieve, activate on your behalf if you would like to use this feature. 

  2. In the ADS Group Profiles on Page 5, Field 06 = Delay Dispatch Call Out If Required Leave Is Not Approved [Y/N] – Set to Y.

  3. Determine which Absence/Leave Codes you would like to activate this feature for.  For example, you may only want to delay dispatches for specific reasons like Professional Development, but want to make sure replacements are dispatched without delay for reasons like Sick or Medical.

  4. In the Leave Code Database choose the Leave Code you would like to apply the delay dispatching for and on Page 7, Field 44 = Delay Dispatching Until Leave Approved [Y/N] – set to Y.

Added the ability for the Report Writer to display records from ‘real’ Assigned Locations instead of Authorizer Locations for users who do not have a user override.

In the HR Report Writer, you now have the ability to display an Average Line or Average Slice representing the average of all other records displayed on a line chart or pie chart.

For example, use an Average Line as an absence analysis reporting tool on a Line Chart to determine which employees have an above average number of absences for a specific date range.

In the HR Report Writer, Absence and Dispatch reports can now display comprehensive information related to replacement search processing in Automated Dispatch System (ADS) and Work Board (WBW).

You now have the ability to produce an Absence and Dispatch report that displays specific kinds of ADS queue records (FIND, DISPATCHED and MANUAL). New fields in the Absences and Dispatches table have been added to use as Display fields and Selection Criteria fields that provide this capability.

You also have the ability to print replacement schedules and indicate if the absent employee schedule is to be the same as the dispatched employee.

This enhancement allows you to propose future assignments relative to the staffing notification effective date based on a number you add to the staffing notification profile. For example, if you added +7 here, the system would propose all assignments with a date range that fall into the range of Staffing Notification Effective Date + 7 days.

If you have a payroll that has a monthly base hours on the function line, you can now propose the monthly base hours using Staffing Notification Full. For example, if the monthly base hours for a 40 hour per week employee are 173.33, a factor can be applied to a user defined field on the Position Code Database that will be used to calculate the appropriate monthly base hours. In this example, a 30 hour per week employee would propose 130.00 base hours on the function line.

Atrieve allows for cross payroll review of this fields value per employee. The Pier Report was adjusted to use this field and the field is reported on from the 1,2,20 Employee Status Inquiries report and can be selected on from the 1,2,26 Employee Exemption Code report.

Added logic to handle the Cancel button on the yea’R’ inquiry screen.  The Cancel button worked if the year field had a value, but when it was empty the enter key would not work.  Now it works regardless.

Added Display of Memo button at the bottom of the screen and if there is a memo on the Deduction screen, display the first several characters to let the user know there is a memo and clicking the Memo button displays it.

Timesheet Batch Processes

The prompts to finalize the batch upon exit, has been removed and all batches will be auto finalized and closed. The prompt to open a closed batch upon entry has had the default changed from No to Yes.

Timesheet Edit / Variable Deduction Edit

Enhanced the Lookup on the Batch Control Number field in Timesheet Edit and Variable Deduction Edit.

In the Batch Control Number field clicking the Lookup icon (or pressing Home key to FIND) will display all the existing batches for the current year available to be edited. The current year is defined based on the value of the Current Pay Period in the OPS Master Profile and if empty then the year from the system date.

Suspended batches do not display in the lookup but are still available for editing. Deleted batches display in the lookup but cannot be edited.

Maintained the ability to switch the FIND back to the old FIND by clicking on the Toggle Batch Lookup (or press PF1+T) which will toggle between batch or pay period lookup. Clicking again will switch to the previous lookup.

Web Time Entry Category Maintenance

Expanded the PAY CODE field to allow an entry of 'FN'.  This is to indicate that the pay code should not be included when matching on function lines.

Added the field MATCH ASSIGNMENT GRID to allow function line selection based on matching salary grids with Assignment salary grids.

Added PRM POSITION CC/GL field to indicate the GL account and Cost Center code are to be pulled from the HR Position code and wild carded with the HR location, when applicable.

Expanded the COPY option to allow a copy to a position starting with the letters 'DEF' even though that position does not exist.  DEFAULT and any fake alternate default Position code starting with DEF do no need to exist in the HR system.

Adjusted the TEW Import Process to avoid the hang up on the Atrieve screen.  The “Balance And Finalize Batches” prompt has been removed from the process as it was decided this prompt is not necessary and for ‘F’inal mode the batches will automatically be balances and closed.

This new process is for use when employees are paid by timesheets imported from the scheduling system and absences entered through the HR absence system.  This process will match up the timesheets to reverse out the schedule time to avoid duplicate payments. External Increment Load/Recalculation

This process was created to allow storage bank increments (I type banks) to be run external from the payroll stream so you can preload the storage bank balance prior to the beginning of a period such as in September. This process can also correct / adjust increments that were setup wrong.

External Storage Bank Clearing

This process allows storage bank balances to be cleared external from the payroll stream. The bank clear may trigger a rollover and all the new rules of bank rollovers will apply - prorated limits, negative balances etc.

TOCS to Teacher Storage Bank Move Process

This process is to be run from a Teacher On Call or Substitute Teacher payroll against a Teachers payroll. This process is intended to move a storage bank balance from the employee's TOCS payroll into the Teachers payroll for use with a storage bank such as an Experience bank. This process matches TOCS and Teachers, where a TOC has a storage bank balance and moves the storage bank hours/amount depending on the definition of the storage bank table. The Teachers receiving storage bank table transaction setting will also be applied. The TOC's storage bank balance will be reversed out with a Withdrawal adjustment with the values being added to the Teachers storage bank using an Earned adjustment. You are prompted for the applicable storage bank and adjustment pay period for each payroll.

Bank values will not be moved when the Teacher is inactive. The Teacher must be active on the Teachers payroll in order to receive a storage bank transfer. A feature is available when running for report only, where the TOCs that have a balance but where the corresponding Teacher record is inactive will be reported.

When a TOCS' storage bank table level does not match the storage bank table level of the Teachers payroll, the TOCS table level will be changed to match the Teacher payroll value. This feature implies that the storage bank table levels are the same in the TOCS and TEAC payrolls.

This process can also be used to move inactive (Terminated and/or On Leave) Teacher's bank balances back to the TOCS payroll for active Teachers On Call. Moving the inactive Teachers bank balance to TOCS will not change the TOCS bank table level. The bank transactions are reversed on this option, withdrawal is from the Teachers and the adjustment is into the TOCS. This process is also run from the TOCS payroll.

This process requires the Teachers payroll to use 'TEAC' as the payroll ID code.

Storage Bank Table Control

The current prorating of the Hours Increment on Increment storage banks has been expanded to allow prorating to be done based on the 'F'ull FTE (all active function lines FTEs) or 'M'aster FTE. The option to prorate have also been added to the Earnings Increment as well as both the Hours Table Limit, Hours Year Accr Limit, Earnings Table Limit and Earnings Year Accr Limit.

Prorating of limits has also been added to the Accrual and Days type storage banks.

The Days type storage bank has been modified to allow an employee to have more than one Days bank at a time.

Additional options have been added to the Rollover of bank balances to allow control over what should happen with a negative balance storage bank. You can now define if the negative balance is to be rolled, left behind or just cleared.

Teachers to TOCS Salary Grid Reconciliation Process

The Teacher to TOCS Salary Grid Reconciliation process is to be run from a Teacher On Call or Substitute payroll against a Teachers payroll. This process is intended to refresh the TOCS function line salary grid code with the salary grid code used by the same employee under the Teachers payroll. The new Teacher salary grid code must exist in the TOCS payroll database.

Remember - To update the rate on the TOCS function line based on the new salary grid value you would run the Salary Grid/Payroll Update once this process is completed.

WCB Recalculation Adjustment

This new menu item designed for use with a WCB benefit deduction, will allow for the recalculation and adjustment of history while generating GL account transactions for WCB Rate changes. This process also includes the auto interface option.

WCB Cross Payroll Report (replaces old WCB Report)

The WCB Report has been completely redesigned to allow cross payroll reporting of one or all payrolls. This version will accommodate reporting based on either the earnings or a WCB deduction. This option also includes a CSV export file.

T4/T4A Process

All required CRA changes to the T4/T4A process for the 2014 T4 year (January 2015) have been completed on the payroll system. These changes include the following:

T4 Change:

  • Other 87 – Changed to Emergency Services volunteer exempt amount

T4A Changes:

  • Other 126 – Changed to Contributor RPP Past Service pre-1990 contributions

  • Other 136 – Federal Income Support for PMMC

  • Other 162 – Non Contributor RPP Past Service pre-1990 contributions

  • Other 194 – PRPP Payment for Taxable Income

  • Other 195 – PRPP Payments for Exempt Income

T4/T4A Process

  • Extensive testing to ensure a T4 is always created when an employee has a value to be included in any box of the T4.  A T4 statement will be generated by the system when an employee has a value in their history to be reported on the T4 as defined in the T4/T4A Tax Forms Format Profile.  It was determined that in rare situations where a statement has not been generated, it is most likely caused by a misunderstanding of the prompt “Select by Income Tax Deduction Code”.  When you run the T4/T4A process and fill this prompt in, the employee’s deduction history MUST contain that tax deduction code in order to be selected and have a T4/T4A created.  When no tax deduction code is defined on this prompt, all employees with any T4/T4A values is included in the generation of the statements. 

    A hint to manipulate the creation of an employee’s statement is to do a Statement History adjustment entry against the applicable income tax deduction.

  • Determine the default first and last pay period to be used based on the tax year entered, as defined in the payroll calendar (3,4,6,2 and 3,4,6,4 and 3,4,6,6).

  • Reporting of the negative values that are required to be dropped as CRA will not allow reporting of negative values.  A “Summary Of Negative Box Values Bypassed” is included on the bottom of the following reports (3,4,6,2 and 3,4,6,4 and 3,4,6,6).

T4/T4A Merge Amended Processing

Added the ability to do an Amended T4A for Non-employees on both the regular Amended and the Merged Amended T4As.  The Non-employee is one that was added to the T4A processing but does not exist in the payroll and thus cannot be selected by the employee number but instead by SIN. The process for this selection is different for pre and post release due to the atrieve screen changes. 

Pre-release you will not see the prompt change but there is an additional option of ‘N’ for Non Payroll Employees when you select the binoculars.

When you select the ‘N’ the employee prompt will appear exactly the same but in fact you can only enter one SIN for selection. The lookups and icon do not apply. You can only select one Non-employee to amend at a time.

Post-release the employee selection prompt has changed to allow selection of non-employees with an additional option of ‘N’ for Non Payroll Employees when you select the binoculars.

When ‘N’on employee is selected you are prompted to enter the SIN of the non-employee to be amended.

Field 06=DEDUCTION SEQUENCE corrected the handling of deductions listed to ensure these deduction amounts are taken first, after the statutory deductions.  This deduction sequence option was also disable when the Benefit Distribution feature is active.

BCPSEA - Payroll ID and Pay Code for TTOC Salary Grid  

Up to the third reporting quarter of 2014, TTOC salary grids defaulted to 04 and 00 for elements 21 and 23. This field is new! TTOCs generally have a setup of two function lines – one for standard grid rate, and one for teaching grid rate. Each of these function lines has its own pay code – as per the screen shot below.

In order to properly report the grid for the TTOCs, enter in SUBS=/02/ (for example). SUBS = the TTOC payroll ID, 02 represents the pay code on the function line that holds the correct teaching salary grid for each TTOC. With this setup, the extract would report 06 for Element 21 (Years of Education) and 02 for Element 23 (Years of Experience).

If there are two different pay codes used for grid rate due to a need for non- certified subs, then two different pay codes can be listed as in the above example SUBS=/02/17/

BCPSEA - Default Payroll ID for Casual/TTOC

Situation:

Employee was a teacher, but was terminated prior to the current reporting year. They have been a TTOC within the current reporting year, but are now terminated.

The extract needs to pull their years of education (element 21) and years of experience (element 23) using their salary grid from the TTOC payroll. The extract wants to default to the regular payroll to pull the grid information (teacher), but this directs it to the TTOC payroll for the grid information.

The thought behind this – if the employee terminated a long time ago on the teacher payroll, but has continued to do TTOC work, their salary grid on the TTOC payroll has likely changed as they have gained experience. Therefore allowing the system to default to the teacher grid would be incorrect.

BCPSEA - Validation Result Changes

If an employee has a zero FTE in HR and they have a zero annual salary reported, they will no longer appear as a validation error. Only employees with an FTE on their assignment and a zero annual salary will appear here.

Employees who have a higher deduction amount than the BCPSEA limits will no longer appear in the validations as they will not cause an error message on the upload to EDAS.

Employees who have more sick time accrued than the BCPSEA limits will no longer appear in the validations as they will not cause an error message on the upload to EDAS.

The PCARD Upload will allow Multiple Concurrent Uploads to be in progress. When saving an upload, the system will ask for a name for your file, and may request a password to reload. This will now allow you to have multiple purchasing card uploads (or utility payments) in process at the same time.

A Workers Compensation Board (WCB) flag has been added to the invoice entry screen allowing the ability to flag invoices as WCB reportable. When an invoice is entered to a vendor that has a value entered in the Tax Registration Field (typically the Social Insurance Number) the WCB Prompt will appear. The WCB status [Y/N] field will be set to = “N” and will only need to be changed to “Y” on invoices that are WCB reportable.

This field can be changed after entry from Invoice Changes or Invoice Changes – Closed Invoices if the invoice is already paid and closed.

The Invoice Inquiry screen will display the WCB status of the invoice.

Now allows the user to generate the GL Audit Trail Report for all GL codes by using a starting date and starting time to view.  This new feature will allow you to view GL’s by All, New, Moved, Changed or Deleted from a specified start date.

When adding an employee as a new Vendor, using the new SEARCH key will bring up a TEXT Search Box. Enter a portion of the First or Last Name to find the Employee. The system will find the first match and report the findings. Selecting the SEARCH key again will bring up the next match.

Addition of document hyperlink. This new enhancement provides the ability to apply a hyperlink to your detailed journal entry reports that when selected will load the associated document from your document storage solution for viewing. 

When creating or editing a report, there are two ways to apply the ‘Document Type to Hyperlink To’ – ‘Field to Hyperlink’. 

At the bottom of screen two of the report writer, you can link directly to the ‘Batch Number’ field.

Or you can use an ‘Evaluated Field’ to apply filtering so that only those batch type codes with supporting documentation are hyperlinked.

The ‘Evaluated Field’ requires additional setup on screen three, identifying the batch type codes to hyperlink.

The output for hyperlinked reports must be either ‘Web Standard Page’ or ‘Dashboard Format’ in order for the hyperlinks to work.

Cash Receipt

In Cash Receipt Entry the prompt for the ‘Receipt Print Format’ has been moved to the main screen and is visible in Field 21.  This field automatically defaults to the appropriate receipt overlay and format defined in the source code database and typically does not need to be entered or changed.  This move was required to accommodate the new ‘Print Receipt with PDF View Option’. The ‘Print Receipt with PDF View Option’ screen will now give you the options of: Yes, No, or Open PDF. The new ‘Open PDF’ option, will open the receipt directly to your screen as a PDF document.  This provides the ability to print the receipt to any printer in which you have been given access.

The screen now reports the Cash Receipt # Under the Reference# Column. Note:  This field has a maximum length of 10 characters, therefore, if the receipt plus the location prefix equals more than 10 characters, the system by default will drop the location prefix and show the receipt number.

Batch Control Maintenance

This new enhancement will now allow you to finalize batches from the Batch Control Maintenance screen, similar to the functionality in atrieveFinance.

When entering the control data for a receivables batch, and the batch is in balance, the system will give the option to finalize the batch.

An answer of ‘Yes’  will finalize the batch and the Batch Balance Report will only need to be processed once to obtain the final batch balance report. 

An answer of ‘No’ will not finalize the batch, and will require that re-entry of the controls on the Batch Control Maintenance screen to finalize the batch; or, if these controls have been entered, a Batch Balance Report may be ran through the traditional preliminary and final batch balancing process.
