Updates to BC Year End Liability Extract (also known as: Mercer Report; Actuarial Valuation).
What we’re doing:
We’ve updated the BC Year End Liability Extract with 2018 and 2021 requirements as set out by the Ministry of Education, including added columns for:

sick days used to not include port-out transactions
gender to now print “M” or “F” (previously it had been “1” or “2”). If not M or F, the system will leave the field blank for the district to manually update.
new hours per day calculation available, using hours per day from employee type. If hours per day is not defined on the employee type, then the system will use the 1/10 of function line option.
Lastly, we have added the Appendix D - Retiree Experience Data report.

Field | Details |

Status | If the employee is active in the payroll, the word “Active” will display. Otherwise, the Ministry is looking for codes of “LTD”, “MAT”, or “LOA”. The report prompts will now include Assignment types for LTD (Long Term Disability), MAT (Maternity), LOA (Leave of Absence). Payroll users should enter assignment types (from HR) that match those categories. For example, if the HR department uses “MATL” for Maternity, then they should enter this code under MAT. Users can enter multiple codes per leave category if multiple assignment types apply. The system then looks for non-active employees with assignment types matching these codes and prints the applicable MAT, LTD, or LOA. If no match is found, then a blank is printed and the district should analyze the cause of the blank. |
TOC | There is a new prompt for TOC Payroll ID. The report will check if the employee is active on the specified payroll ID and will print a “1” in the TOC column if found or a “0” if they are not. |
Retiree Report:
As defined by the Ministry, the report will now include the Appendix D - Retiree Experience Data.
The report is generated when running the BC Benefit Liability Extract and is found in the download file process. The report will have the same job number as the extract, but ending in R.
Added reports prompts to accommodate this report:

Employee Type for Retiree Report | The only way for the system to identify who is terminated on the basis of retirement is through employee type. Payroll users will need to update retirees' function lines with a retiree employee type and include that code in this prompt. |
Asof Termination Date for Retiree Report | This date is defaulted to July 1, 3 years prior to current reporting year. For example, if the current year is 2024, this should default to July 1, 2021. Users should not need to change this date, but it is open for flexibility. |
